Superintendent

  • Dr. MartinDr. J. David Martin became the Interim Superintendent of Frederick County Public Schools on July 1, 2022, and has more than 20 years of experience as a division superintendent.  He began his career as a special education teacher in Winchester and served as an administrator in both Winchester and Clarke County Public Schools before becoming the Superintendent in Manassas Park City Schools in July 1991.  After serving four years as the Superintendent in Manassas Park City Schools, Dr. Martin served five years as the Superintendent of Henry County Public Schools followed by one year as the Superintendent of Schools in Williamsburg-James City County.  From October 2001 through October 2007, he was the Superintendent of Fauquier County Public Schools.  After spending October 2007 through October 2010 as the Superintendent of Lincoln County Schools in Lincolnton, North Carolina, Dr. Martin began consulting in the K-12 environment.  

    Dr. Martin has previously served as the Acting School Superintendent for Patrick County Public Schools (July-December 2019) and Henry County Public Schools (July 2011-January 2012). In addition, he was elected to the Henry County Board of Supervisors in 2018 and served a four-year term.  

    Dr. Martin and his wife Joyce, a former educator with Frederick County Public Schools, relocated to Winchester to be near family.
