Middletown Elementary School Expansion

The expansion is designed to address current and future enrollment growth in the Middletown Elementary School attendance zone. This project will provide additional learning spaces, improve functionality, and enhance the overall student experience while reducing overcrowding.

Construction is currently focused on exterior areas of the building. All work zones are fully secured and separated from students and staff, allowing daily school operations to continue safely and without interruption.Currently we are in the site work stages of bringing the site to proper grade levels. The relocated playground grading has been completed, footers for the new gym and classroom wings has begun and on schedule.

Yes. Student and staff safety is the top priority. Currently, all construction is taking place outside of the school building, and strict safety protocols are in place to ensure a secure and uninterrupted learning environment. When construction begins on the interior of the building, additional strict safety protocols will be in place to ensure a secure and safe learning environment. 

Construction areas are fully secured with fencing and controlled access points that meet all safety standards. Areas adjacent to the building have been sealed and secured to ensure there is no interaction between construction activity and the school environment.

Comprehensive safety protocols are in place throughout the project. These include secured construction zones, restricted access points, and ongoing coordination with school administration and safety teams. The site is continuously monitored to maintain a safe environment for all.

No. Because all current work is taking place outside the building and adjacent areas have been sealed, indoor air quality is not impacted. There are no hazardous materials within the school, and students are not exposed to construction-related dust or debris. When construction on the interior of the building begins, appropriate air and dust protection will be in place to ensure indoor air quality is not impacted. 

Interior construction is carefully planned to occur during times when students are not in the building, such as summer break. This minimizes disruption and ensures a safe environment.

The construction schedule is developed in close collaboration with school leadership to minimize disruption. Adjustments are made as needed, including during key academic periods such as state testing, to support a quiet and focused learning environment.

Planning and Construction staff meets with the school administration in monthly phasing meetings and communicates daily through the Clerk of the Works to ensure everyone is informed as to all upcoming work.

Any concerns, such as maintenance or environmental issues, are addressed promptly by the construction team in coordination with school administration. The goal is to respond quickly and effectively to minimize any impact.

There are clear processes in place to address concerns as they arise. The construction and school teams work together to ensure timely resolution and maintain a positive experience for students and staff.

The project is closely monitored by multiple layers of oversight, including a full-time, on-site construction representative, independent third-party inspectors, Frederick County building officials, and FCPS Planning and Construction leadership.

FCPS has clear protocols in place. Division leadership continuously monitors the project, and if any concern arises, immediate action is taken to ensure the safety of students and staff.

Construction projects of this size require coordination with contractors, inspections, and material deliveries that occur during standard working hours. Even so, every effort is made to limit impact on the school day and prioritize student learning.
