409R-C - School Attendance Zones (Transfer of Residence)

  • Students living within Frederick County who move from one school attendance zone to another are required to transfer to the school which serves the attendance zone to which they have moved. If extenuating circumstances exist, the eligible student or the student’s parent/guardian may request a transfer exception within 10 school days of moving into the new school attendance zone. The request shall be made in writing to the building principal of the school that served the attendance zone in which the student previously resided. The principal to whom the request was made, with the knowledge of the building principal of the school serving the student’s new attendance zone, will make the final decision as to the approval/non-approval of the student’s transfer exception request. The following conditions shall apply to any transfer exception request that is approved.

    1. Transportation between the home and school is the responsibility of the parent(s)/guardian(s).
    2. All placements of students outside their regular attendance zone shall be for a period of one year or until the end of the current school year, whichever is shorter.
    3. Students with disabilities who require special transportation as a related service will only be provided transportation to and from the school which serves the attendance zone in which they currently reside.
    4. Students with disabilities who require services available only at a certain school(s) shall continue to be provided transportation to and from their assigned program location.
    5. A transfer to another school is considered a privilege. Therefore, all transfer students must comply with the Frederick County Public Schools Code of Student Conduct. Students will be required to attend the school which serves the attendance zone to which they have moved should discipline or attendance (tardies, early dismissals, and/or absences) become an issue, as determined by the building principal.
