The superintendent is authorized to promulgate and enforce regulations and procedures for the collection, maintenance, security, use, disclosure, content and disposition of all Frederick County Public School division records in a manner consistent with the Virginia Public Records Act. The confidentiality of student scholastic records shall be kept in accordance with Public Law 93-380 (Family Educational Rights and Privacy Act), the Virginia Freedom of Information Act, the Protection of Pupil Rights Amendment, and the Guidelines for the Management of the Student's Scholastic Record in Virginia Public Schools, 2004.
